Jeff Souza managed the Western Shasta RCD before going into private consulting.  He has since provided environmental planning, design and regulatory compliance assistance to multiple RCDs in northern California. He is the founder and Principal Biologist of Tehama Environmental Solutions in Red Bluff, California.
