Paul Massera

Program Manager, California Department of Water Resources

Paul leads DWR’s Strategic Planning Branch which includes the California Water Plan and Climate Adaptation Programs. His career emphasis is multi-disciplinary planning and prioritization to guide State water policy and investment. Prior to joining the Water Plan Team, he was responsible for wetland water management operations and habitat restoration planning in the Suisun Marsh. His background also includes managing and conducting a variety of water supply and flood management evaluations throughout the State, planning groundwater recharge and conjunctive use projects, and investigating statewide surface storage and conveyance opportunities for the CALFED Bay Delta Program EIS/EIR. Other past assignments include: State Division of Safety of Dams, Policy Advisor to DWR Deputy Director, State Water Project Planning, and CALFED Bay Delta Program.
